城乡统筹视角下的农民工养老保险制度设计

Design of Pension Insurance System for Migrant Peasant Farmers:A Perspective of Balancing Urban and Rural Development

在社会保障城乡统筹视角下设计农民工养老保险制度,要求农民工养老保险不仅要实现农民工群体内的统筹互济,而且要实现与城镇、农村养老保险的统筹对接。由于现实条件所限,一步实现农民工养老保险与城乡养老保险的统筹对接根本不可能做到,所以,城乡统筹视角下设计农民工养老保险只能根据农民工自身的特点和现实需要,因地制宜,逐步推进。

Designing social security system for migrant peasant farmers from the perspective of balancing urban and rural social security requires not only mutual aid among the group, but also integration with urban and rural pension insurance. Owing to limitations in reality, it is fundamentally impossible to achieve the integration within one single step. Therefore, when designing pension insurance for migrant peasant farmers, we have to take a gradual approach in line with their characteristics and requirements and local conditions.
