和其他运动着的物质现象一样,民爆公共安全的产生、发展、变化均有一定的条件,而这些条件即是它的构成因素,主要有时间因素、空间因素、主体因素、物质因素和行为因素。
Just as all the other moving material, the generation, the development and the change of public safety of civil explosion have certain conditions. The conditions are just their constitution factors which include time, space, subject, substance and behavior.
