摘要
广义电力系统由电力物理系统、电力市场系统和电力产业链及软环境系统组成。运用解释结构模型化技术为广义电力系统建立的结构模型包括26种要素,分布于13个层次。模型中"供给—需求—价格"子结构把社会经济环境中的重要要素联结起来,前8个层级基本涵盖现有电力市场理论研究的焦点,全局性、外生性和长期性的要素分布于后几个层级。系统的每一个输入要素都有自己独特的作用链条:"自然灾害和意外事故"、"环境保护形势和政策"、"经济发展与经济周期"和"社会经济体制"。"电力技术进步"处于这些链条的交叉位置,它可以有效促进系统的功能,但不会在一个小系统范围内自发产生,需要上游链条上的因素相互协调。
The generalized electric power system (GEPS) consists of the electric power physical system governed by electricity laws, the electric power market system governed by market laws and electric power industrial chain system governed hy economic laws, The interpretative structure mode/of the GEPS contains 26 elements distributed in 13 layers and what is known as its "supply-demand-price" (SDP) structure connects the foundational socioeconomic elements. Each of the important elements has its unique functional chain, viz. the natural calamity and accident chain, the environment protection situation and policy chain, the economic development and economic cycle chain and social and economic management system chain. Located at the intersection of these chains and capable of effectively promoting the system /unctions, the element "electric power technological progress" will not spontaneously occur but asks for the coordination among the elements upstream.
