中国20世纪90年代中后期实施的一系列扩大内需的消费指导政策和措施并没有起到明显的成效。造成这种状况的原因是多方面的,但促进经济持续和谐增长的终极目标并不仅仅是为消费而消费,而是要以不断提高居民生活质量,实现其全面、自由发展为根本目标。依靠消费转变拉动经济增长无疑是一个正确的方向,但考虑我国现有经济发展水平和广大居民收入偏低的现状,扩大消费的历程可能缓慢而艰巨。

A series of measures to expand domestic demand and consumption guide policies did not yield significant results in the late 1990s of China.This situation is due to various reasons,but the ultimate goal to promote a sustainable economic growth in harmony is not just for consumer consumption,but to continue to improve the quality of life of the residents and to achieve their full and free development as a fundamental objective.Relying on the consumption changes spur economic growth is undoubtedly a correct direction,but considering China＇s current level of economic development and the vast majority of low-income residents of the status quo,expanding consumption may be a slow and arduous process.
