拓展舆论监督的空间——兼议权力制约与权利保护

Widening Room for Supervision by Public Opinion:Also about Power Restriction and Power Protection

本文意在分析阻碍当前舆论监督的不健康因素,以拓展舆论监督空间,建构权力制约与权利保护的新平衡。文章首先陈述从三权分立到"第四权力"政治思潮的演革,分析美国历届总统使用大众传媒、应对舆论监督的经验教训,阐述中国共产党对于舆论监督的基本立场和当前的主要政策,指出并分析当前影响舆论监督的不健康因素,并对克服这些不良现象、加强对舆论监督的科学管理提出五方面的对策建议。

The harmful factors to prevent the current supervision by public opinion are analyzed to widen the space for the supervision by public opinion and to set a new balance between power restriction and power protection. By an analysis of the development of the separation of three powers and the ＂fourth＂ power, the lessons obtained from employment of mass media by American presidents to counteract the supervision by public opinion, and the main standpoints and policies adopted by CPC to deal with the supervision by public opinion, five measures are put forward to erase the problems and to reinforce the scientific management of supervision by public opinion.
