党的十七大报告首次提出了"反腐倡廉建设"的概念,加强反腐倡廉建设是加强党的先进性建设、提高党的执政能力、构建和谐社会的必然要求,其内涵廉政文化建设、廉政思想建设,廉政制度建设。开展反腐倡廉建设的根本途径在于围绕履行科学发展观、围绕人民群众的切身利益、围绕全力运行的重点部位和环节,提高反腐倡廉的科学、针对性和有效性。
