摘要
公共服务型政府的构建、经济社会的协调发展均有赖于有效的公共产品供给,其核心是提高政府公共产品的服务质量和供给效率。借鉴营销领域4P、4C理论,针对我国公共产品的供给现状与问题,笔者提出了优化公共产品供给的思路:公众需求是公共产品供给的逻辑起点,要确保公众需求与政府供给的和谐统一;加强对公共产品供给成本的约束,确保社会净收益不断增加;优化政府服务与信息公开,确保公众能便利地享用公共产品;扩大公民参与,注重公民评价,形成政府与民众良性互动机制。
The formation of public service - oriented government and the coordinative development of the economic society depend on the effective public product supply, whose core is to promote the service quality of government public product and its supply efficiency. Based on the 4P and 4C theories in marketing and aiming at the problems in the supply and demand of public products at present, the author puts forward optimizing the public product supply and demand: that is, public demand is the logical starting point of public product supply, and we should guarantee the harmony between public demand and government supply ; we should strengthen the restrictions on the supply costs and guarantee the continual increase of social net proceeds; we should optimize government service and information transparency and guarantee the convenient enjoyment of public products by the public; we should expand public participation, stress public evaluation and form the beneficial interactive mechanisms between the government and the public.
