摘要
在我国城市土地资产经营过程中,土地市场并非一个完全竞争的市场。土地作为最重要的生产要素其价格往往易受到政府政策选择的干预,土地市场上存在着比较严重的政府官员的寻租行为和开发商相互间的不正当竞争活动。目前关于土地方面的税费体系还存在着诸多的不合理成分以及隐性土地交易的行为还普遍存在,因而土地价格实践中所表现出来的往往也就并非经济学意义上的由供求平衡影响所确定的均衡价格,相反,在某种程度上它更多体现的是对现实中土地价格的歪曲并进而无形中形成了通常所说的土地价格的异化问题。
In the process of managing the urban land asset in our country, the land market was not a perfectly competitive market. The prices of the land as the most important production factors are often vulnerable to government intervention of its policy options. There is a serious rent-seeking behavior for government officials and unfair competition activities between developers. There are still many unreasonable components with regard to the current land tax system and the hidden land transactions is also widespread acts, thus the price of land which is demonstrated in practice is not the equilibrium price which is determined by the balance of supply and demand in the sense of economics. On the contrary, to some extent, it more reflected distortions of the land price in practice and thus formed a virtually known as alienation of the land price.
