土地承包经营权流转的综合效用评析

Commenting on the Comprehensive Effectiveness of the Transfer of Contract for the land Managerial Right

从经济和社会两个方面出发,多角度评析当前我国土地承包经营权流转的综合效用,认为:有效的土地承包经营权流转能够促进土地资源的优化配置,促进农民增收;有效的土地承包经营权流转能够强化地权的稳定性,减少土地调整频率,发挥土地在农村的社会保障作用,促进农村剩余劳动力的转移。

This paper analyzed the comprehensive effectiveness of the transfer of contract for the land managerial right from multi-angle, started from economic and social aspects. The paper thought that the efficient transfer of contract for the land managerial right could improve the optimum attribution of land resources, promote the farmers＇ income, strengthen the stability of the land, reduce the frequency of adjustment, bring into play land＇s action for the social security in the rural area and advance the transfer of rural surplus labor force.
