The social welfare cost of government's decision-making errors

在以经济增长作为单一目标的激励机制下,我国地方政府总是寻求一切可能的来源进行投资以求推动地方经济增长,这一方面促使我国经济保持长期高速的增长,但另一方面也导致了大量的决策失误与投资低效。这种决策失误给社会带来了巨大的福利损失,要改变这一现状,必须改革现行的地方政府评价机制和财政体制。

With the incentive mechanism of taking economic growth as single target, Chinese local government officials have been looking for all investment sources possible to promote the development of local economy growth. This, on the one hand, promoted the fast increase of Chinese economy in a long term; on the other hand, led to a lot of decision-making errors and inefficient investment. The decision-making errors brought about tremendous welfare loss to our society. In order to change this situation, we must reform the current local government evaluation mechanism and financial system.
