我国地方政府进行"大部制"改革的过程中,存在着锐意进取的地方政府领导集体、政治体制、编制和财政的压力、地方政府机构严重的职能交叉等方面的动力,也存在着职责同构、部门利益、代理缺位、机构磨合等方面的阻力。这些动力和阻力之间相互影响、相互作用,共同形成了我国地方政府进行"大部制"改革的力场。在我国地方政府进行"大部制"改革的过程中,动力是主要的,即我国地方政府进行"大部制"改革的力场总体来说是推动我国"大部制"改革的进程的。
