本文在Ｃ３Ｉ系统指标体系结构模型的基础上，提出了静态模型的确定方法及一般模型，是传统线性评价模型的重要改进。该方法能确保实际系统评价的理论解一定存在于该模型的解的集合中。另一方面，针对其近似解，给出了权值的一般计算方法及基于实验数据的修正算法。

In this paper,on the basis of the Item System Constructed Model of C3I System ,we introduce a kind of method to tell static model from general model,which is the important improver of the traditional linear evaluation model.This method can ensure you that the theoretic solution to the practic system must be in the set of the sulotion to the model.Furthmore,we introduce the general method to calculate weight and the modificatory algorithm,based on the experimental data.
