国外应急管理政策研究述评

A Literature Review of the Emergency Management Policy Overseas

从国家政治体制与突发事件应急管理的政策和立法、应急管理政策效果的研究、应急管理技术性政策等3个方面对国外应急管理政策研究进行了综述。根据对不同国家政策实践的分析,指出了应急管理政策所存在的不足,并对未来应急管理政策研究的发展方向进行了展望。

This paper gives a literature review about the emergency management policy all over the world from 3 aspects, namely, the institutional and legislative issues, the emergency management policy performance, and the emergency management technique policy. According to analyzing different countries＂ experiences, the paper compares with different countries＂ emergency management policies, and points out that the existed problems and difficulties. At last, It points out the future development direction of emergency management policy.
