Analysis on Financing Ways for New Rural Infrastructure

农村基础设施是开展社会主义新农村建设各项工作的重中之重。但目前农村基础设施建设投资存在总量不足、结构不合理、效益低下等情况。合理配置稀缺资金,最大限度发挥资金效益已成为当前的紧要课题。通过调查现状、分析问题,提出以市场化为取向、以财政为支撑、以政策性金融为支点再造农村投融资体系的建议。

Construction of rural infrastructure is the essential work for the development of vast rural areas. But it must be realized clearly there are many difficulties such as the shortage of funds,unreasonable structure and low benefit which greatly slow up the work of construction. Therefore,to make a reasonable distribution of the limited funds has become one urgent task. After a series of social survey and meticulous analysis,the thesis suggests that the new financing system for rural infrastructure should run in the market with government appropriation and politics supporting financing way.
