摘要
当前,低收入人群的基本医疗保障存在一系列问题,应从保费征缴办法、起付设置、住院费垫支办法等方面进行改革,保障低收入人群的基本权益。
At present, the medical safeguard of the low earning crowd ties a seres of problems. To ensure the basic authority of the low earning crowd should innovate from the way of the insure fee paying and so on.
