"听鼓者"是晚清官绅对有官职而无实缺的地方候补官员的一种形象称呼。在晚清,"听鼓者"的数量大大超过了社会需求,其质量也难以适应社会需要。候补官员的大量存在及其不良行为对晚清地方吏治具有破坏性的冲击,候补官员的腐败只是晚清官僚整体性腐败的组成部分。文章简要阐明"听鼓者"的内涵、职事的性质和方式;重点论述候补官员对晚清吏治所带来的消极影响,并分析造成这些影响的基本原因。

The amount of reserved - officials greatly exceeds the social requirement in the Late Qing Dynasty. The worse behavior of reserved - officials results in destructive influences on the local administration of officials. The corruption of reserved - officials is part of the overall corruption of official circles in Iate Qing dynasty. The paper expounds briefly concept of reserved - officials ,quality and ways of their job. The paper not also discusses emphatically negative influences on the administration of officials which reserved - officials brings about, but analyzes four main causes well.
