改革和完善大学生医疗保障制度的若干思考

On the Reform and Development of the Medical Insurance System for Undergraduates

目前大学生公费医疗保障制度已经不能很好的适应新形势的发展和需要,其存在的问题日益显露。因此,大学生的医疗保障制度亟待改革。建议补充和完善以下政策和制度:一是尽快建立起统一、独立、多层次的大学生医疗保障体系;二是政府有关部门要制定相应政策,改善商业医疗保险的经营环境,给予充分的政策支持;三是建立适度的费用控制机制;四是完善高校弱势群体的医疗保障制度;五是建立健全畅通的经费投入和结算制度等。

Literature report and investigation show that the current medical insurance system for undergraduates is not in line with the development and requirements of the new situation, and problems existing in that system are arising increasingly. Therefore, the author sets up a claim to adopt an urgent reform in this field. It is suggested in this essay that the system should be further improved in such ways as follows： firstly, setting up a unified, independent and multi-level medical insurance system; secondly, working out corresponding policies, which is carried out by the government, in order to improve the management environment of the commercial medical insurance; thirdly, establishing a reasonable cost control mechanism; fourthly, perfecting the medical insurance system for disadvantaged groups in colleges; fifthly, developing a sound fund mechanism and settlement system.
