县域村镇体系规划试点思路与框架--以山东胶南市为例

The Idea and Framework of County-Level City Planning System: A Case Study of Jiaonan City in Shandong

为贯彻实施《城乡规划法》,建设部建立新的城乡统筹规划体系,在浙江海盐县,山东胶南市、武城县,安徽黟县,吉林蛟河市和四川绵竹市进行县域村镇体系规划试点。从《城乡规划法》实施出发,以城乡统筹、合理布局、节约土地和集约发展为原则,以山东胶南县域村镇体系规划为例,提出在科学发展观指导下县域经济与社会发展、村镇体系规划与建设、土地利用规划相结合的县域规划新框架,对于实现城乡统筹发展,具有十分重要的意义,其内容主要包括区域规划、镇规划、村庄规划三部分。

China＇s new urban-rural planning policies are being tested in six county-level cities within five provinces： Haiyan, Zhejiang; Jiaonan and Wucheng, Shandong; Yi, Anhui; Jiaohe, Jilin; and Mianzhu, Sichuan. This article focuses on the use of the new policies in Jiaonan City where the principles of urban-rural integration, sensible layout, land reserves, and compact development are being used. A new framework for planning county-level cities is presented as three parts： regional, town, and village planning.
