城市和乡村是构成社会大系统的两个密不可分的组成部分,是社会发展的主体。然而我国长期以来的非均衡的经济社会发展战略,导致了城乡文化发展的巨大差距,使农村与城市居民的文化权利呈现出了不平等的现象,不仅影响到新农村建设,更关系到社会的和谐共融。而政府作为公共文化服务的主体,应当在文化基础设施、资金、人才等方面给予农村地区更多的投入,以缩小城乡文化"二元"差距,维护农村居民文化权利的公平。

Urban and rural area is the main body of social development which is a community of the two inseparable components . While China＇ s long - standing non - balanced economic and social development strategy has led to a huge gap between urban and rural areas in cultural development, and it has caused inequality in cultural rights between the rural and urban residents. It not only affect the new rural construction, but more related to social harmony. And the Government as a principal part in the public cultural services should invest more in terms of the cultural infrastructure,capital, and talent in rural areas, so as to narrow the gap of the urban and rural＇ s＂binary＂ culture, and safeguard the rights of rural people＇s cultural equity.
