中国经济和社会发展进入质量提升阶段,中国的社会保护制度也面临着战略性的转型,即由补缺型保障模式转向适度普惠型保障模式,而这种转型的思想基础和物质基础都已具备。适度普惠型保障是全民性的福利改善,现阶段应实现低保制度由生存保障上升为发展保障,社会保险由体制性保险扩展为国民保险,社会福利由特殊群体福利转变为公共福利,从而为实现社会主义价值目标、促进人的全面发展创造良好的社会环境。

With the development of economic society and improvement of its quality, the Chinese social security system is confronted with strategic transformation, a turnaround to proper general benefit safeguard mode from supply safeguard mode, ideology and substance basic of which has already provided. The proper general benefit mode is the welfare improvement of the citizens. In recent situation, the realization of the lowest life safeguard upgraded from living safeguard to development safeguard, the social insurance expanded from system insurance to citizen insurance and the social welfare translated from special group welfare to public welfare is expected. Favorable social environment would be created to promote whole development of citizen and realize the aim of socialism worth.
