农地非农化流转宏观决策理论模型构建

Model Conception for Macroscopic Decision-Making Theory of Rural Land Conversion Circulation

在统筹城乡发展的视角下,本文认为农地非农化流转是社会经济因素共同作用的结果,这不仅需要以市场机制为基础,同时要求国家相关法规等制度的调整。基于上述认识和根据农地流转的宏观决策的基本原则,建立了以农地资源优化配置与土地利用效益最大化目标、农地流转宏观决策的程序与方法和农地承包经营权流转的利益来源等为主要内容的农地非农化流转宏观决策理论模型。得出的结论和政策含义是:实现农地流转利用综合效益最大化的前提条件是农民拥有完整的土地产权和形成城乡统一的土地市场;其充分条件是国家对土地市场的科学宏观调控,即国家综合运用规划和税收等手段对土地流转利用的主体行为及其利益进行调节,使其达到一致性的均衡。

Under the angle of view of balancing urban and rural development, this paper proposes that the rural land conversion circulation is the result of socio- economic factors meaning that it not only needs market mechanism as the basis, but also requires the adjustment in national relevant systems such as law and regulation at the same time. Based on the foregoing understanding and according to the basic principles of macroscopic decision- making of the land circulation, macroscopic decision- making theory model for land converaion circulation is established with main focus on land resource optimal allocation and land utilization benefits maximization goal, procedures and methods of the land circulation macroscopic decision- making, and the benefit sources of land contracted management rights circulation. The conclusion is： the prerequisite to realize the land circulation utilization is that farmers possess the complete land property right and also the unified urban and rural land market should be formed; the sufficient condition thereof is the scientific macro - control of the state on land market, that is, the state carries out the adjustment on the subject behaviors and the benefits thereof the land circulation use by means of synthetically applying the planning and taxation so as to reach the consistent equilibrium .
