Learning Environment on higher order thinking skills （HOTS） is inevitable to integrate different kinds of theories, which emphasizes that learning is open, dynamic, generative, entire and harmonious. Based on the rational of HOTS learning environment this paper puts forth HOTS learning environment model and corresponding strategies in terms of the key elements of HOTS learning environment to provide guideline to be used in the real implement.
