摘要我国高校科技成果转化率十分低下,不利于经济的健康发展。分析我国高校科技成果转化效率低下的原因,不难发现,我国法律制度存在着诸多缺陷和不足。本文通过对国外高校科技成果转化过程中政府立法经验的分析借鉴,最后提出提高我国高校科技成果转化率的立法建议。 The ratio of the transformation of scientific and technical achievements is still very low at present in China, and a great deal of them still stay on the paper. This paper analyses the reasons of the problem from legislation environment, and also analyzes the government legislation in the process of scitech research achievements transferring in universities in other countries. At the end, some legislation measures about promoting the transformation of scientific and technical achievements are put forth.
