Based on the fact that the policies of industry regulation cannot coordinate well with the mining prospect right market at the present transition period, the paper holds after clarifing the special characters of prospect right that the indispensable qualification for the market with the indefinite returns to run with high efficiency is to keep the optimal degree of information openness. Focused on this main idea, the paper analyzes who and how to run this market and the answer lies in the industry units of middle-type between the government and the firm.
