Environmental enforcement is an important means of environmental supervision and environmental pollution control, but now in the process of administrative enforcement in grass - roots environment, it faces many difficulties and resistances. This paper takes Fuzhou as an example, analyzes the difficulties and resistances in environmental administrative enforcement, and will give some suggestions about how to improve performance of Environmental administrative enforcement.
