基于产业群聚的文献综述与政策反思

研究表明,经济的全球化并没有使国家内的区域消失,相反却进一步强化了空间议题的重要性。群聚观念已成为区域发展政策的新思维,其侧重于区域与区域之间的竞争与互动,强调区域之间功能关系的发展,引起了区域发展战略的根本转变。论文尝试对群聚相关的文献进行综述,梳理群聚理论的发展脉络及其基本逻辑,并在此基础上对传统的区域政策进行反思,为我国区域发展的规划与政策的制定提供一个新的视角。

While trends towards economic globalization appear to reduce the importance and distinctiveness of （sub-national） regions, a tendency towards localization of certain industries and economic activities appears to do exactly the opposite. The concept of cluster, which emphasizes particularly on interdependent relationship between regions and the development of regional function, has been a new thinking for regional economic development, and make regional strategy tend to a profound change. This paper reviews the literatures of cluster, and elucidates the evolutionary process and the basic logic of cluster theory. Based on these analyses, we take the regional pohcy for reconsideration and provide a useful approach for the planning and policy of regional development.
