农产品出口技术性贸易壁垒状况及对策分析——来自福建农产品出口企业的数据

Technical trade barriers against agricultural products export and the countermeasures——Pertinent data from Fujian agricultural products export businesses

通过对福建省8地市(厦门除外)120家农产品出口企业的随机抽样问卷调查,运用统计性描述方法,分析企业受技术性贸易壁垒影响的情况,归纳企业对克服技术性贸易壁垒的看法,提出跨越农产品出口技术性贸易壁垒的意见和建议:(1)企业要完善出口农产品质量可追溯体系,优化出口产品结构,实施市场多元化,加强品牌建设。(2)发挥行业协会的桥梁作用,构建以行业协会为核心的TBT预警机制和数据库。(3)政府要调整出口发展战略,优化产业结构,实行"扶优扶强"产业政策,加强国际协调与合作。

The paper implements random sampling questionnaire survey among 120 agricultural products export businesses in 8 districts of Fujian （excluding Xiamen）. By using statistical description, it analyzes how the agricultural products export businesses are affected by technical barriers to trade （TBT） , summarizes the opinions from the businesses on how to overcome agricultural TBT, and puts forward relevant solutions. Businesses should improve the quality traceability system of agricultural exports, optimize the structure of exported products, diversify the export markets, and enhance brand name recognition. Trade associations should give full play to their role as communication media and build precautionary system and database on TBT. Governments should adjust the export strategy, upgrade industrial structure, implernent the industrial policies of supporting the superior, and reinforce international coordination and cooperation.
