福建省科技资源配置的效率分析与优化

Analysis of the efficiency and optimization on S&T resources allocation in Fujian Province

应用DEA方法中的C2R、C2GS2模型,通过对福建省科技资源配置效率1995-2006年的纵向比较,与国内部分省市的横向比较,省内各设区市间的差异比较等3个方面进行比较评价与分析,认清福建省科技资源配置效率的现状和水平,探讨福建省科技资源配置中存在的问题和原因,提出优化科技资源配置的对策建议。

Using C^2R and C^2GS^2 models of DEA method, this paper has made the comparative evaluation and analysis of the efficiency of scientific and technological resources allocation in three aspects such as comparison between years from 1995 to 2006, comparison with some of domestic provinces and cities, comparison among cities in Fujian Province, so as to realize the current status of the efficiency of S＆T resources allocation in Fujian, to discover the existing problems and the causes and propose the countermeasures to optimize the allocation of scientific and technological resources.
