从“人本特教”看高等特殊教育的新形势、新要求、新突破、新发展

On New Situation, Demand, Breakthrough and Development of Higher Special Education from the Perspective of Human-oriented Special Education

"十七大"后,我国高等特殊教育发展的外部社会环境正在发生迅速而可喜的变化。有关高等院校如何根据形势发展和科学发展观的要求,果断作出应对,不仅对于高校自身发展,而且对于残疾人事业发展与和谐社会的建立,都具有重要的意义。本文从"人本特教"视角对我国高等特殊教育领域贯彻落实以人为本科学发展观的若干问题做一些分析和探讨。

The social conditions for higher special education in our country have changed positively since the 17th party Congress. Therefore, it＇s of significance for higher institutions＇ adaptation to the situations and scientific development outlook to put forward development of higher institutions themselves and to develop special education and enhance establishment of harmonious society. This article analyzes and discusses some issues of how to implement human - oriented scientific development outlook in higher special education from the perspective of human-oriented special education.
