双语教学的根本目标是专业课程学习,提高学生英语水平是第二位的,这是必须把握的关键。目前,地方普通高校因条件制约,在双语教学中,普遍存在教学管理不到位、师资不足、教材不对路、科研薄弱等问题。实施双语教学是一个系统工程,需要在课程规划、教材建设、师资培训、教学模式、教学管理等方面进行探讨和实践,保证双语教学的渐进性、系统性、实用性和有效性,构建完整的双语教学和管理体系,真正提高双语教学质量。

The main purpose of bilingual teaching is to for further profession not for English leaming. However, in many ordinary colleges and univerisities, there exist many obstacles in bilingual teaching, such as poor teaching management, text building, teacher training and teaching researches. Carrying out bilingual teaching is a systematic engineering, which needs to be further studied in curriculum planning, text construction, teacher training, teaching mode and teaching management and so on. All these measures are intended to promote the bilingual teaching, setting up a complete system of bilingual teaching and management system to uplift the quality of bilingual teaching.
