论可持续发展理论与中国环境法律制度的完善

随着经济与社会的快速发展,人们往往凭借手中的技术和投资,采取耗竭资源、污染环境和破坏生态的方式来追求高消费和高享受。这种传统的发展方式正使人类承受着有史以来最严厉的报复和惩罚。严峻的现实迫使人类进行思考和行动,结论是必须实行可持续发展战略。而可持续发展又源于环境保护,因此,建立健全环境法律制度就显得尤为迫切。笔者以此为基础,结合我国环境立法滞后,有的制度还存在问题等现状,对完善我国环境法律制度作了探讨。

As we all known , Such traditional development way is making the mankind bear the most severe vindictiveness and punishment since the dawn of human civilization. The severe reality forces the mankind to think and take action, The conclusion is that the strategy of sustainable development must be implemented. But sustainable development comes from environmental protection again, oncequantely, The legal system seems particularly urgent to set up and amplify the environment, on the basis of it , some system problems that still exist, such as the status quo, to improve the environment of China＇s legal system was discussed.
