加快建立公正的社会保障体系是贯彻落实科学发展观,构建社会主义和谐社会的迫切要求。加快完善社会保障体系,必须加强社会保障道德体系建设。社会保障道德体系包括社会保障的制度道德和个人道德两个方面。社会保障道德建设滞后,已成为我国社会保障事业发展的瓶颈,加强社会保障道德体系建设势在必行,刻不容缓。社会保障道德体系建设必须坚持公正、效率、诚信、共济的原则。
