摘要
政府绩效评价,本质上是对公共政策实施过程和效果的评价,是公共政策完整逻辑过程的一个环节;因此,关于公共政策分析的框架以及与此相关的知识论视角,同样可以适用于对政府绩效评价模式的分析。绩效评价有两个模型,即"公众参与模型"和"技术理性模型"。由于在公共行政过程中专家和大众具有不同的知识和政策评价标准,因此不论是"公众参与模式"的绩效评估模式还是"技术理性模式",都存在着明显的局限性;而将公众和技术理性结合起来的"复合型政府绩效评价模式",可以兼顾公共政策的公共性和技术理性,实现绩效评价实践对公共政策民主化和理性化的"政策学习"功能。
The performance evaluation of the government means to assess the process and effect of public policy. And it is a part of the whole process of public policy. Therefore, the analytical framework and related perspectives to public policy are also applicable to performance evaluation of the government. Two modes are included in performance evaluation, one is public participation, and the other is technical rationality. Both have limitations since experts and populace has different knowledge and criteria for policy. The composite mode which combine the two is desirable and can realize the "policy learning" function on democracy and rationality of public policy.
