我国保税港区第二轮发展的基本思路研究

The Basic Strategy on the Second Wave of Setting up Port Bonded Zones in China

本文通过梳理保税港区的基本特征,以促进区域经济协调发展和宏观经济稳定为基本出发点,借鉴国际自由贸易区的发展经验,提出我国保税港区第二轮发展的思路应注重促进中西部经济发展,走专业化道路,建设具有世界影响力的初级产品现货和期货交易中心,设立粮油等基础农副产品的仓储、交易和物流中心等几方面。

This paper suggests, by packing up the basic characters of PBZs and with comparing the foreign experience, that the basic strategy on the second wave of setting up PBZs should focus on several facets as follow： firstly, to promote Midwest economic development; secondly, specialization; thirdly, to construct the exchange center of commodity and futures; fourthly, to construct the storage, exchange, and logistic center of primary products.
