水产品质量安全问题是关系渔业产业发展的关键问题,在当前的水产品质量安全多头管理的格局下,加强相关机制建设,是一个需要深入研究的问题。本文在参考国内外水产品质量安全管理经验的基本上,对机制建设在水产质量安全管理中的重要性和水产质量安全管理机制建设中的关键制约因素进行了分析,并提出了渔业部门在水产品质量安全管理中应加强科技创新和服务机制、疫病监测预报及应急反应机制、质量安全检测监管及认证机制、养殖业水产品质量安全联合执法机制等四方面的机制建设。

The quality and safety of aquatic products is the key issues concerning the development of the fishing industry. Under current China＇ management pattern of food quality and safety, strengthening mechanism construction is an important question needed to be deep research. Based on the management experience of domestic and international food management, this paper analysis the importance, as well as key constraints of mechanism construction in aquatic products quality and safety management, and put forward the fisheries sector should 4 kinds of mechanism constructions, such as technology innovation and service mechanism, disease monitoring and emergency response mechanisms, quality and safety testing and certification mechanism, aquaculture products quality and safety of joint enforcement mechanism.
