Under the guidelines set at the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China (CPC) in late December of 1978, China entered a new historical period of reform and opening-up. Over the past 30 years, the CPC has, rallying round it the Chinese people of various ethnic groups, worked unswervingly to push China's institutional reforms and open the country to the outside world.
