An Analysis of the Lack of Rural Social Security System in China from Public Policy Perspective

作为现代社会保障制度核心的社会保险制度在农村基本处于缺失状态,农民养老保险和医疗保险并未全面展开,其他失业、工伤保险等项目仍没启动。和城镇社会保障制度相比,农村社会保障制度还在财政保障机制和法律制度等方面,存在着较严重的制度缺失问题。

This essay makes a research on the lack of rural social security system in China from public policy perspective, then finds the crucial actors to this phenomenon, and proposes the recommended measures.
