The Agricultural industry brings both economic and non-economic values. The agricultural production of economic value is subject to market laws, accompanied with high market volatility; the agricultural production of non-economic values is embodied as the positive externalities of traditional agricultural production, so market-allocated resources to the agricultural production of non-economic values is always insufficient.
