中国现行农业建设项目管理存在问题及对策

Problems and countermeasures for agricultural construction project management in China

该文通过对中国目前农业建设项目管理的实际状况进行研究总结,从中国农业建设项目的项目管理主体、以及各管理主体间的关系、项目管理制度三个角度分析了项目管理的现状。总结出了项目管理中存在的主要问题,包括目前项目管理中约束机制不健全、管理体系不完善、监管力量不足等管理体系问题;由投资方式、管理形式、专业化程度、管理经费等引起的管理方式问题;以及存在于项目实施过程中的问题。相应地提出了完善制度体系、加强管理力量、创新体制机制等有效措施,为农业建设与投资管理提供政策建议和管理参考。

In order to strengthen the management of agricultural construction project in China, current project management situation in terms of the following three aspects： the governor of the Chinese agricultural construction project management, the relationships between different governors and project management system was analysed. The main problems existing in current management system were summed up, which were the defective management system, the imperfect constraint mechanism and inadequate power of supervision in management system; the problems of management mode were caused by invsetment method, the form of management, degree of specialization and management expenses; and the problems also raised in the process of project implementation. Finally, some effective measures were proposed, i.e. perfecting regime system, strengthening management, innovating institution, which could be the policy suggestions and management reference for agricultural construction and investment management.
