实现农民平等权的宪政路径探析

Constitutional means to guarantee equality rights among peasants

目前我国正处于改革开放和社会转型的关键时期,"三农"问题作为中国改革和发展的基本问题,历来得到党和政府的重视。农民问题是"三农"问题的核心,妥善地解决农民问题已成为我国构建社会主义和谐社会不可或缺的一个环节。由于历史和现实的原因,我国公民的基本权利还没有得到充分的实现,尤其是农民的政治权利、社会权利、经济权利还存在很多缺失,拟通过思想教育途径、调整宪法途径和调适相关法律制度途径来保障我国农民的平等权。

Nowadays China is at a crucial period of reformation and social transformation.The Problems of Agriculture, Countryside ＆ Peasants are considered to be the basic issues of Chinese reformation and development, and the problem ofpeasants is the core of all problems. Therefore, solving the problem of peasants properly is the key to the modernization in China. Due to some historical and practical factors, our citizens have not fully enjoyed the fundamental fights, especially peasants＇ political rights, social rights and economic rights. We can guarantee the equal rights among peasants through ideological education, adjustment of the Constitution and relevant legal system.
