摘要
生态文明建设是贯彻落实科学发展观、全面建设小康社会的重要工程,推进这项工程,既要加强生态伦理建设,也需要加强生态法治建设。在法理的维度,强化风险社会理论意识、树立可持续发展法律观、代际正义理念,实现水生态保护协调、民主决策与全球治理原则等,是构建生态文明的基本路径。
The construction of ecology civilization is an important project of implementing the Scientific Outlook on Development and achieving moderate prosperity. To carry forward this project, it is necessary not only to strengthen the construction of ecology ethics but also to enhance the construction of ecology ruling of law. From the perspective of legal principle, the fundamental ways of constructing ecology civilization lies in the following ones: setting up the theory of risk society and legal viewpoints on sustainable development, establishing intergenerational justice, realizing coordination of water ecology protection, achieving democratic policy decision, and bringing about global governance principles.
