伊犁河流域节水灌溉的思考

Consideration on water-saving irrigation in the Yili River basin

伊犁河流域水资源丰富,但人们节水意识不强,农业水资源的利用存在着很大的浪费。根据伊犁河流域的地形、地貌、土壤、植被、降水、蒸发、气温、水文地质的不同特征及作物组成、耕作制度、灌水方式、经营水平等各种因素,将规划的灌区划分成高耗水区、中耗水区、低耗水区3个不同的灌溉区和6个不同灌溉亚区。针对各耗水区的情况,分别提出了节水措施及节水规划目标。为落实水权,建设节水型社会,还要加强流域水资源统一管理。

Water resources in the Yili River Basin is rich, but water saving awareness of the publics is weak and water resources in agriculture utilization wastes severely. According to the factors of topographic feature,soil, vegetation, precipitation, evaporation, temperature, hydrology and geology, crop distribution, cultivation system, irrigation way, operation level etc., the planned irrigation area is divided as highly water consumed area, middle water consumed area and low water consumed area as well as 6 sub-irrigation-areas. In the light of the conditions of various water consumed areas, the water saving measures and water saving planning objects are suggested respectively. In order to make water right practicable and construct water saving society, the integrated water management in the basin should be strengthened further.
