The Research on Three-Dimension Method of Priority Setting in Science and Technology

优先领域遴选的最初目的是解决资源相对不足问题,在各研究领域内选择能够最大回报领域给予资助。以往的优先领域遴选方法是通过考察学科发展需求及学科发展基础两种因素来确定优先发展领域的,这没有充分体现出效率问题,因此提出优先领域选择应在充分考虑以上两个因素的基础上,加入效率因素进行优先领域选择,为国家自然科学基金委"十二·五"战略规划的制定提供参考。

The initial aim to select priority fields is to resolve the relative shortage of resources, and to get the greatest return from these fields. The previous methods select priority fields through two factors： one is how much the field is needed, the other is the foundation of the field. This paper presents a new method to choose priority by adding the efficiency of the resources used in one field.
