影响收费高速公路投资项目评价体系的因素很多,既有认识上的原因,也有管理、技术上的原因。以系统工程的视角来完善我国高速公路投资项目体系,从系统整体出发,综合考虑影响系统的因素,采用定性与定量相结合、理论与实际相结合、具体问题具体分析的系统工程方法,对于提高我国高速公路投资项目正确决策的水平具有重要的指导作用。

There are many factors affecting evaluation systems of toll expressway investment project tor realizing, managing and technical reason, hnproving the expressway investment system of China from the perspective of systems engineering, synthetically considering the factors affecting system proceeding from entire system, as well as applying the systems engineering methods combining qualitative analysis with quantitative analysis, combining theory with practice, concretely analyzing concrete problem have important guiding sense for advancing making the correct decision of China＇s expressway investment project.
