在我国，虽然一些学者已经提出了发展循环经济能够促进就业的观点，但大都是零散的研究，缺乏系统的研究。本文比较系统地总结了国内外发展循环经济促进就业的经验；在国内外第一次提出发展循环经济促进就业是一条新规律，并揭示了这条规律的基本内容；侧重指出资源枯竭型城市最具备条件也最需要通过发展循环经济促进就业；针对目前资源枯竭型城市在发展循环经济过程中存在的与就业有关的问题，提出了发展循环经济促进就业的对策建议。
