试论京津冀农业区域协作需解决的问题与对策

The problems and countermeasures on the regional agricultural cooperating with Beijing, Tianjin and Hebei

京津冀一体化和区域协作协调发展已成为目前区域经济发展的重点问题，河北省2006年提出了打造沿海经济强省战略，但却与京津存在巨大的区域差异。文章从不同角度分析了京津冀农业区域协作需解决的问题，主要有河北省农产品的供应难以满足京津市场的多元化消费需求，京津冀物流配置的“绿色通道”体系尚不完善，产品供应链网及绿色安全网络尚未形成等。针对这些问题，文章提出了推动京津冀农业区域协作的对策建议：如树立区域协作才能持续共赢的理念，强化河北省服务于京津的农业协作定位，构建多门类有分工营销手段和现代市场体系等。

The regional integration and coordinating developing is a emphatic question. Hebei Province has put forward forging the strong province strategy of economy along the coast in 2006, but it has some regional differences among Beijing and Tianjin. The article analyses some problems which has impacted on the agricultural regional cooperation associated with Beijing,Tianjin and Hebei. The agricultural products supply of Hebei Province is hard to satisfy the diversiform consumption requirements of market. The system of ＂green thoroughfare＂ is still imperfect. The product is supplied chain net and green safe cross-domain communication and is not formed yet. In order to solve these problems,this article puts forward countermeasures on regional agriculture cooperation. Hebei Province should set up the idea of win-win by cooperate across region, strengthen the agriculture cooperating function position, establish regional coordinate mechanism, diversify marketing systems to serve the modern market system and so on.
