刑事诉讼法修改后,传统的、无风险的侦查决策模式失去了其继续存在的法律基础和现实基础。检察机关增强风险决策意识、实行风险决策,是进一步加大反腐败力度,推动反腐败斗争向纵深发展的必然选择,也是加大反腐败力度的客观需要。只有这样,检察机关才能真正走出一条依法独立办案的新路子。

After the amendment of Criminal Procedure Law, the traditional and non-risk investigation system loses its legal and realistic bases. So strengthening risk decision-making consciousness and implementing the risk decision are necessary and inevitable in the battle against corruption. Only by these can the prosecutive institution find a new way to handle cases in accordance with law independently.
