摘要
本文针对修正案中技术条款和我国所采取的对应政策进行比较分析,详细解读在各种不同情形下如何适用这一新条款规定。提出单壳油轮的链式管理模式的建议,提高各个管理机构及部门的管理职能和效率,从而避免或减少重大溢油事故的发生。
The technical provisions in the amendment adopted by China and the corresponding policies, a comparative analysis, detailed interpretation in various circumstances the application of the new provisions. And then single -hull oil tankers by the chain management's proposal to raise various management agencies and departments of management functions and efficiency ,ultimately reducing serious oil spill incidents probability of risk.
