An Analysis of Countermeasures to the Traditional Cultural Factors that Restrict the Administration According to Laws

随着依法治国方略的实施,我国政府的管理活动已开始走上逐步向依法行政转变的正轨,但在具体的行政实践中却受到人治主义的法律文化、虚无主义的法治观念、法治价值取向上的伦理化倾向等诸多因素的制约,因而应通过长期有效的普法教育以确立法律至上、以法律为本位的法治精神,最终实现依法行政的现代发展。

As the actualization of the nomocracy, the government has been transformed from the ＂management＂ to the administration according to laws, but the concrete process was restricted by many factors, such as the culture of ruling by man, the nihilistic concepts and the ethic-oriented trend about the laws, etc. Therefore, we should establish long-term mechanics to popularize the laws so that we could establish the spirit to develop and execute the laws by taking the laws as the paramountcy, putting the laws at the standard position.
