摘要
管制作为我国刑罚体系中唯一的限制自由刑,它的出现与存在符合国际上刑罚发展的总趋势和潮流,然而,当前该刑种却面临着监管缺位、惩罚性弱、适用率低等诸多困境。为此,提出可行的、建设性的对策。
Discipline is the only limit freedom punishment in our country＇ s penalty system; its appearance and existence suit to the international trend of punishing development, but it has several difficulties, such as facing to no supervision and management, weak punishment, and low applicability. Therefore, put forward the feasible and constructive strategies.
